IMPORTANT INFORMATION REGARDING 2013 EXAMINATIONS
Ø This year CBSE has introduced facilities to schools to generate online Roll no. wise List of Candidates appearing in Class X/XII examination 2013. School can also generate online Admit card for their regular student appearing in Board Examinations 2013.
Ø Visually challenged candidates appearing for the Board’s Class X/XII exams will be permitted to use computer software for the examination :
a) However, Candidate(s) shall be required to bring their computer with the enabled software to the examination center with prior intimation to the Board
b) Candidate(s) using computer software would not be provided with amanuensis
c) Such candidates will be allotted examination center only in the city where the Regional Office is situated;
d) Centre Superintendents will appoint a PGT (Computer Science) to act as Assistant Superintendent for such candidates who will ensure that the candidate uses only the this software and not any other function of the computer
e) Concessions being extended by the Board to visually challenged candidates not using computer software would continue to be provided as usual.
Ø Reduction in the number of chances for Compartment(Class XII) and Improvement of Performance(Class X) from 2013 examinations
a) The number of chances for Compartment for Class XII has been reduced to three from five.
b) The number of attempts for Improvement of Performance for Class X has been reduced to one from five. The candidates shall appear for the Improvement of Performance attempt to be conducted by the Board in July/ School by July,
However, for candidates who have appeared for the 2012 examination or before and placed in the category COMPARTMENT/ELIGIBLE FOR IMPROVEMENT OF PERFORMANCE shall get up to five chances.
Ø Introduction of Value Based Questions in all major subjects for classes X and XII up to 3-5 marks. The Board has decided to follow an interdisciplinary approach in value education where values are intermingled with the content of all the major subjects in classes IX and XII. The questions will be based on content and analyzed on the basis of the values it reflects.
Ø Modified syllabus-2013 and SQP with Sample Questions based on values in the subject English (Elective), English (Core), English (Functional), Hindi (Elective), Hindi (Core), Mathematics, Biology, Physics, Chemistry, Accountancy, History, Geography, Business Studies, Entrepreneurship and Economics to be used for Board Examination for Class XII, March 2013 are available in Circular No.Acad-47/2012.

Highlights of Class XII
Introduction of project work in the subject of Business Studies of 10 marks to
be evaluated by external examiner.
Improvement of Performance permitted to all class XII candidates aspiring for
JEE- even of 2011 examination whether appeared in 2012 in relaxation of Rule
44.1 (i) of the Examination Bye-laws. Improvement of performance / Up
gradation of performance permitted in all the subjects in which the candidate
has appeared in the previous year.
Highlights of Class X
The Scheme of the Continuous and Comprehensive Evaluation (CCE) for
Class X 2013 examination:
i) Scheme 1– there shall be no Board Examination at Secondary (Class X)
level for students studying in the schools affiliated to the Board who do
not wish to move out of the CBSE system after Class X.
Question papers and Marking Scheme will be supplied by the Board and
evaluation will be done by the schools.
For Scheme-1, schools are being advised to conduct examination
during the second half of March between 16.3.2013 to 31.3.2013. Schools
have been given the facility to submit online date sheet to the board for
conducting exams for students. They can generate online admit cards for
students appearing in school based exams.
ii) Scheme 2– students of Schools affiliated to the Board who wish to move
out of the CBSE system after Class X (Pre-University, Vocational course,
Change of Board etc.) are required to take the Board’s External
Examination at Secondary (Class X) level.
Question papers and Marking Scheme will be prepared by the CBSE and
evaluation will be carried out by the Board through External Examiners.
For Scheme-2, examination would commence from 1st
March, 2013 and
would conclude on 15th
March, 2013.
In the Final Examination of term II, the question paper will be based on the
Term-II and not on the complete syllabus of Class-X. The question papers for
Class X would be as per Sample Paper. Content coverage for both types of
question papers (Board/School Based) would be the same.
Under scheme 1, the Board has decided to send the question paper online for
Classes IX and X for Summative Assessment-II through Integrated Test
Management System (ITMS). Each school has to register school name with
a user name and password and complete registration through CBSE website.
A uniform certificate will be issued to all the candidates by the Board, whether
appearing under Scheme-II or Scheme-I.
Collection of Evidence of Assessments under Scheme 1
The marks awarded under Scheme 1 are verified by the subject
experts/moderators appointed and empanelled by the Board. This year, the
board has also appointed certain City Coordinators in different cities to collect
the Evidences of Assessment under Scheme 1. The verification exercise is
conducted in the presence of board observers.
The Regional Offices of the Board will shortlist the schools to provide Evidence
of Assessments (EAs) both for Class IX and Class X. The schools have been
asked to send Evidence of Assessments in class IX and X of Formative (3 & 4)
and Summative (2) Assessment. This would comprise of the performance of
five students taken from each of the three categories i.e. top, middle and
bottom levels of achievements in one subject; either in Class IX or X. In
addition to scholastic assessment, the schools are also being asked to send
evidences of co-scholastic assessment this time.
Introduction of OSM ‘On Screen Marking’ in Delhi for Class-X as a Pilot Project.
This will help a great deal in the evaluation process and minimize the scope for
errors.
Schools have been asked to upload total assessment of Class-IX Formative &
Summative and Class-X Formative & Summative for which the downloadable
software has been provided by the board.
The Board would be declaring the results of both types of candidates of Class
X as usual in the month of May, 2013.
PROBLEM SOLVING ASSESSMENT was conducted on 16th
February by the
Board with the objectives of promoting problem solving skills, thinking skills
and other life skills of the students. It is a compulsory test for all students of
classes IX and XI studying in CBSE affiliated schools.
PSA is designed to assess:
a) Quantitative Reasoning
b) Qualitative Reasoning and
c) Language Conventions
CBSE TELE COUNSELLING First phase
It is offered by trained Principals and counselors from within CBSE affiliated
schools located in and outside India. It is a voluntary, free of cost service provided
by the participants.
This year 66 Principals, trained counselors from CBSE affiliated government
and private schools and few psychologist will participate in Tele-Counseling and
private schools and few psychological problems of the students. 56 of them are
available in India while 10 are located in Kingdom of Saudi Arabia, UAE, Nepal,
Kuwait, Sultanate of Oman and Tokyo.
Centralized Toll Free Access in India
Students can dial a toll free number 1800 11 8004 from any part of
the country which will give centralized access to CBSE helpline. While the general
queries will be answered by the operators, students will be connected to the
principals or counselors in case of exam related anxiety or stress.
Counselling for Specially Abled Children
For the fourth year CBSE has arranged to provide counseling to specially
abled children to take care of the needs and anxiety of special children.

4. Preparations for smooth conduct of examinations
(i) The sealed question paper packets will be opened in the presence of at
least four Asstt. Superintendents-one of them would be from the
school other than the examination centre as a witness.
(ii) The center material has been dispatched to all the examination centers.
(iii) Admit cards have been dispatched to all schools/centers.
(iv) Appointment of full time observers at sensitive centres in Delhi and
outside has been completed.
(v) The Board has also finalized the arrangement with the State machinery,
local police to ensure trouble free examinations throughout the country.
(vi) Center Supdt.(s) have been asked to approach the local police authorities
for ensuring that adequate police force is made available at the place of
custody of the question papers and the examination centre. The State law
enforcing agencies have also been requested to provide adequate police
force at the place of custody of question papers and the examination
centres.
(vii) Scanned photographs of Private candidates have been provided on
admission cards to avoid impersonation or any other possible use of unfair
means.
(viii) CBSE has a 3 tier arrangement for surprise checking:
a) CBSE flying squads
b) Flying squads from Directorate of Education, Delhi
c) Special observers from outside.
(ix) Observers to oversee the conduct of practical examination for class XII
have been appointed this year also.
(x) Chief Nodal Practical Examiners have been appointed this year also to
monitor the proper conduct of practical examinations for class XII.
(xi) District level committees were constituted to suggest schools with
adequate infrastructure for fixing up of examination centres. This will
facilitate smooth conduct of examinations outside Delhi.
5. For private candidates appearing from Delhi Region
Intimation letters to all the private candidates appearing for class X & XII
examination 2013 have been sent. Private candidates may collect admit card
from the examination centre mentioned in thei r intimation letter. In case
intimation letter is not received, it may be printed from CBSE website
www.cbse.nic.in and on production of the same at the examination centre, they
may collect their admit card.
6. a) Observation Schedules: To give fair deal to the question papers and
redress genuine grievances of the students, observation schedules have been
sent to all the schools principals to record and forward their suggestions within
24 hours of the conduct of examination conducted by the Board of concerned
subject so that these can be considered by the expert group while preparing
the marking schemes.
b) Mandatory evaluation: Teachers selected for evaluation work have to
report on the appointed date and time failing which a mention will be made in
their annual records. Non-release of teachers by any school may lead to
withholding the result of the defaulting institution. The Board may also consider
and initiate disaffiliation proceedings. However, those extending willing and
effective cooperation will also find a mention in their personal records.
7. Exemptions given to Spastic, Visually challenged, Physically
Handicapped, Autistic, Dyslexic and candidates with disabilities as
defined in the Persons with Disabilities Act, 1995:-1. Exemption from studying third language up to middle school level (i.e. Class
VIII);
2. At Secondary School level a candidate has an option to opt for one language
and any four of the following electives.
Mathematics, Science, Social Science, another Language, Music, Painting,
Home Science, Foundation of Information Technology, Commerce
(Elements of Commerce) and Commerce (Elements of Book Keeping
and Accountancy)
3. permission to use an amanuensis;
4. the amanuensis must be of a student of class lower than the one for which
the candidate will be taking the examination;
5. the Centre Superintendent of the Examination Centre chooses a suitable
amanuensis and forwards his/her particulars to the Regional Officer
concerned for consideration and approval;
6. the services of amanuensis are provided free of cost;
7. the amanuensis shall be paid remuneration as prescribed from time to time
by the Board, which at present is Rs.100/- per day;
8. the candidate may be permitted to use the services an amanuensis in all or
any of the papers.
9. the candidate may be permitted to draw the diagrams etc. themselves, if
desired by them.
10. Special category students appearing for X or XII examination shall be allowed
additional time as given below:
(i) 60 minutes for a paper of 3 hours duration.
(ii) 50 minutes for a paper of 2 ½ hours duration
(iii) 40 minutes for a paper of 2 hours duration
(iv) 30 minutes for a paper of 1 ½ hours duration
11. the Centre Superintendent shall make the sitting arrangements for special
category candidates on the ground floor, as far as possible;
12. alternative type questions are provided in lieu of questions having visual
inputs for the Visually challenged candidates in English Communicative and
Social Science for Class X and History, Geography and Economics and Political
Science for Class XII;
13. From 2013 examination like last year, separate question papers in the
subjects of Physics, Chemistry, Biology and Mathematics for Class XII will
also be provided without visual input for visually challenged candidates.
14. Question papers of Mathematics and Science in Braille are provided in Class X
for Visually challenged candidates.
15. separate question papers in enlarged print for Mathematics and Science in
Class X are provided for candidates having visual impairment;
16. the Centre Superintendent(s) are directed to send the answer books of
special category students in separate covers to the Regional Office
concerned;
17. to facilitate easy access, a few selected schools are made examination
centres for special students;
18. Visually challenged candidates from Delhi have the facility to use computer or
a typewriter for writing answers;
19. Teachers from schools for visually challenged candidates are appointed as
Assistant Superintendent(s) (Invigilators) at the special examination centres.
However, precaution be taken to appoint different subject teachers on
different days;
20. a separate column has been provided on the title page of the answer book for
indicating the category of special candidates so that these answer books
could be segregated for sending them separately to the Regional Office of the
Board.
20.It is not mandatory for these candidates to do the calculations themselves.

b) Mandatory evaluation: Teachers selected for evaluation work have to
report on the appointed date and time failing which a mention will be made in
their annual records. Non-release of teachers by any school may lead to
withholding the result of the defaulting institution. The Board may also consider
and initiate disaffiliation proceedings. However, those extending willing and
effective cooperation will also find a mention in their personal records.
7. Exemptions given to Spastic, Visually challenged, Physically
Handicapped, Autistic, Dyslexic and candidates with disabilities as
defined in the Persons with Disabilities Act, 1995:-1. Exemption from studying third language up to middle school level (i.e. Class
VIII);
2. At Secondary School level a candidate has an option to opt for one language
and any four of the following electives.
Mathematics, Science, Social Science, another Language, Music, Painting,
Home Science, Foundation of Information Technology, Commerce
(Elements of Commerce) and Commerce (Elements of Book Keeping
and Accountancy)
3. permission to use an amanuensis;
4. the amanuensis must be of a student of class lower than the one for which
the candidate will be taking the examination;
5. the Centre Superintendent of the Examination Centre chooses a suitable
amanuensis and forwards his/her particulars to the Regional Officer
concerned for consideration and approval;
6. the services of amanuensis are provided free of cost;
7. the amanuensis shall be paid remuneration as prescribed from time to time
by the Board, which at present is Rs.100/- per day;
8. the candidate may be permitted to use the services an amanuensis in all or
any of the papers.
9. the candidate may be permitted to draw the diagrams etc. themselves, if
desired by them.
10. Special category students appearing for X or XII examination shall be allowed
additional time as given below:
(i) 60 minutes for a paper of 3 hours duration.
(ii) 50 minutes for a paper of 2 ½ hours duration
(iii) 40 minutes for a paper of 2 hours duration
(iv) 30 minutes for a paper of 1 ½ hours duration
11. the Centre Superintendent shall make the sitting arrangements for special
category candidates on the ground floor, as far as possible;
12. alternative type questions are provided in lieu of questions having visual
inputs for the Visually challenged candidates in English Communicative and
Social Science for Class X and History, Geography and Economics and Political
Science for Class XII;
13. From 2013 examination like last year, separate question papers in the
subjects of Physics, Chemistry, Biology and Mathematics for Class XII will
also be provided without visual input for visually challenged candidates.
14. Question papers of Mathematics and Science in Braille are provided in Class X
for Visually challenged candidates.
15. separate question papers in enlarged print for Mathematics and Science in
Class X are provided for candidates having visual impairment;
16. the Centre Superintendent(s) are directed to send the answer books of
special category students in separate covers to the Regional Office
concerned;
17. to facilitate easy access, a few selected schools are made examination
centres for special students;
18. Visually challenged candidates from Delhi have the facility to use computer or
a typewriter for writing answers;
19. Teachers from schools for visually challenged candidates are appointed as
Assistant Superintendent(s) (Invigilators) at the special examination centres.
However, precaution be taken to appoint different subject teachers on
different days;
20. a separate column has been provided on the title page of the answer book for
indicating the category of special candidates so that these answer books
could be segregated for sending them separately to the Regional Office of the
Board.
20.It is not mandatory for these candidates to do the calculations themselves.
21. Visually challenged candidates appearing for the Board’s Class X/XII exams
will be permitted to use computer software for the examination subject to the
following:
a) Candidate(s) desirous of using computer software for appearing in class
X/XII examinations shall be required to bring their computer along with
the computer software to the examination centre with prior intimation to
the Board
b) Candidate(s) using computer software would not be provided with
amanuensis
c) Candidates desirous of using this software will be allotted examination
centre only in the city in which the Regional Office is situated;
d) Centre Superintendents will be requested to appoint a PGT (Computer
Science) to act as Assistant Superintendent for such candidates. The
Assistant Superintendent appointed shall also ensure that the candidate
uses only this software and not any other function of the computer
e) Concessions being extended by the Board to visually challenged candidates
not using computer software would continue to be provided as at present.
